Subject: [PATCH] feat(html): add `inert` global HTML attribute (#5476)

Add the `inert` boolean attribute to the global HTML attribute
group and to the SSR boolean attributes list. This allows users
to set `inert` on any HTML element, matching the HTML spec.

Fixes #5455
