P3: dated 1099 decisions, payment methods and the card exception (defects 23, 12, 18, D-40)
check / check (push) Canceled after 0s

A vendor's 1099 decision is its own dated fact (files NEC or MISC, not
reportable with its reason, or undetermined), applied by each payment's
date. Payment methods are recorded; card and network payments are left
out and listed; a member's check through financing counts; a bank payment
with no method counts (D-40); $2,000 for payments after 2025. One
worksheet for the tool, the viewer and the CPA package.

//! Journal payloads of 1099 decisions and payment methods (plan P3,
//! defects 12, 18 and 23; D-40). One encoder and one decoder per event,
//! so the writer and every reader (replay, the projection, the viewer)
//! read a line the same way.
//!
//! ```text
//! GOAL: every event round-trips: decode(encode(x)) == x, and every line
//! written before decisions were kept reads as it always meant.
//! SOURCE: plan/served.md 5.2, 5.5 (a legacy null is undetermined);
//! rules.md B-27 (an older reader says "newer", never "corrupt").
//! INVARIANTS:
//! 1. vendor.1099_set {vendor_id, form_1099: "nec"|"misc"|
//! "not_reportable"|null, reason_kind?, reason?, effective?,
//! tin_on_file, source?}. A line with no source is one written before
//! decisions were kept: undated, read as its form or undetermined.
//! A line with a source is the vendor_1099_decisions feature's.
//! 2. not_reportable needs a source, a reason_kind and a reason; a date
//! needs a source; a reason or reason_kind beside anything else is
//! corrupt. A form or reason kind this version doesn't know is newer
//! (format::newer_content), never corrupt.
//! 3. vendor.w9_flag_set {vendor_id, tin_on_file}.
//! 4. instrument.added {instrument_id, kind, label, last4?,
//! owner_party_id?, account_id}; entry.instrument_set {entry_id,
//! instrument_id|null}. Optional keys are left out when absent.
//! 5. Decoding checks shape only (rules.md B-28): what a command checks
//! (limits, the chart) stays with the command.
//! ```
