plan: the local server runs in the foreground, started by hand (D-21)

The owner, 2026-10-18: no background service for now. wanderbooks serve
runs in a terminal (server plus archive process) until stopped; nothing
is installed to run in the background. P2's scope, cutover, tests,
limitations, user flows and P11 follow.
