swaitsandClaude Fable 5.1 45bcce679b feat(audit): books.audit, the attestation tools and the CPA gate (P8)
The whole re-audit through the tools: books.audit previews its checks, then
with the preview's digest runs them, files the workpaper and journals the
run; the same books, day and scope return the run that exists.
books.attest_receipt, books.review_entry and books.attest_period record a
named client's claim with its self-reported method; books.attestations
weighs each against policy.attestation_bar as it stands. Under
policy.cpa_package_requires_audit = refuse, books that declared audits
cannot export the CPA package without a counted audit for the handoff at the
current head unless a reason is given, which is journaled as a decision
(D-9). Needs attention asks for the month-end attestation, the annual audit
and the audit before the handoff. Rules B-45, the handbook section, the
interface, parity, receipt-store and testing records, and the As-built
block. Merge needs no go-ahead: the live books refuse the new writes until
the owner gives it.

//! What the agent is told: the short connect text every session starts
//! with, and the handbook it points to (`books.handbook`,
//! `books://handbook`), compiled in from `handbook/*.md`.
//!
//! ```text
//! GOAL: the rules reach the agent whole, even through a client that cuts
//! the server's instructions short, and no text sends it to the
//! books' files.
//! SOURCE: DECISION (owner, 2026-10-16; plan/served.md I-12 and 4.1,
//! 4.3): connect text at most 1,400 characters whose first 512
//! stand alone and name the entry point; the long guidance lives
//! in the handbook, by section.
//! INVARIANTS:
//! 1. The connect text is at most CONNECT_MAX characters, and its first
//! paragraph is at most CONNECT_LEAD characters and names books.start
//! and books.handbook.
//! 2. The connect text and every handbook section state the receipt
//! rule in force (from the settings, in the books' base currency:
//! ReceiptPolicy::rule), never a fixed one; the connect text states
//! the parties rule in force too.
//! 3. No connect text or handbook section names a filesystem path, a
//! helper command, a pull request, or where the books are; the books
//! keep their own settings, and the agent is told no local file is
//! its to edit.
//! 4. The connect text's first paragraph stands alone: the entry
//! point, the local-files rule, decimal strings, and the entry flow.
//! 5. The company's name is shown as one line of plain text (no
//! control or format characters, no line breaks), cut on a
//! character; a company with no name (empty, or the settings'
//! default name) is "a new company" (plan/served.md 4.1).
//! 6. A section says an invoice's or bill's lines take a project only
//! for books that declared the journal feature
//! `document_line_projects`; for the rest, that they wait for their
//! format upgrade (rules.md B-27, B-37 item 8).
//! ```
