The `android_runtime_lock` wasn't properly `cfg` guarded in various
places, so it got included on all operating systems, not just Android by
accident. This causes deadlocks when trying to use `muda`.
* Only react to hotkeys that are pressed
The global shortcuts are otherwise also triggering when the hotkey is
being released. This affects at least Windows.
* Provide `HotkeyState` on Global Shortcut Events
Instead of ignoring the events where the shortcut is released, the state
is now provided as an argument to the event handler.
When resizing a window, Dioxus previously accidentally resized every
single webview to the dimensions of the window that just got resized.
This fixes it so only the webview that is associated with the window is
resized.
